출입국관리사무소, 외교부, 법무부 잘 구분해야 해요(여권, 출입국사실증명서, 출입국사무소)

오늘은 가볍게, 국내 혹은 해외로 출입국하실 때

흔히들 하시는 오해에 대해 이야기해볼게요!

우선! 출입국관리사무소가 무엇을 하는 곳일까요?

출입국관리사무소가 하는 일을 간단하게 정리해보면,

내국인 및 외국인의 출입국 기록을 관리하고,

국내에 거주하는 외국인들을 관리하는 업무를 맡고 있습니다.

그런데 오해하시기 쉬운게, 이 출입국관리사무소는 외교부 소속이 아니에요!

법무부 소속입니다!

대부분 사람들이 생각하지 못하는 출입국관리사무소의 업무가

외국인 등록 및 관리인데요, 우리나라에서 외국인등록증, 거소증 등을 받으려면

출입국관리사무소를 거쳐야 한답니다!

그렇다면, 이게 왜 중요할까요?

물론, 여러 가지 이유가 있지만, 오늘은 국, 내외 출입국에 초점을 맞춰볼게요!

바로바로, 여권이 외교부 업무라는 것과 연관지어 볼 수 있습니다!

제가 시청에서 근무할 때, 여권 업무를 봤었는데요,

이 때 많이 질문하는 것 중 하나가 출입국 관련 업무였어요!

가장 단편적인 예로, '이러한 사정이 있는데 출입국 심사시 문제가 없겠느냐?'

라는 내용을 많이들 물어보셨는데요,

사실 이건 출입국관리사무소나 출입국출장소 등에 물어보셔야

정확한 답변을 받으실 수가 있습니다!

다만, 여러 가지 사유를 증명할 때 필요한,

출입국사실증명서는 대부분 지자체에서 발급이 가능하다는 점도 아셔야해요!

출입국사실증명서는 '개인에 대한 출입국사실 기록을 증명하는 서류'인데요,

한글과 영문 병기 출력도 가능하고,

출입국 기록이 없다고 하여도 발급 받으실 수 있어요!

물론 기록이 없다고 나오구요!

이 때 주의하실 점은, 개명을 하셨거나,

복수국적 등의 사유로 주민등록번호 뒷자리를 부여받지 않은 상태에서

출입국을 하신 경우 등 사유가 있으신 경우에는

출입국사실증명 발급이 원활하지 않을 수가 있는데요,

이런 경우 상황에 맞게 모두 조회를 해봐야 알 수 있어요!

(예를 들면 개명전 성함, 주민등록번호 뒷자리에 0000000 대입 등)

여권 발급 업무는 읍,면,동 행정복지센터에서 하는 것이 아니고,

외교부로부터 업무를 위탁받은 일부 기관에서만 가능합니다.

예를 들면, 서울 중랑구청에서는 발급이 가능하더라도,

포항시 북구청에서는 발급이 안되는 것처럼요.

여권 발급기관 목록

이건 외교부에서 공고한 여권 발급 기관 목록입니다.

여권 발급은 아무데서나 가능한 것이 아니니, 꼭 사전에 확인하고 가셔야해요!

또한 여권 발급시 6개월 이내 찍은 여권용 사진, 신분증,

그리고 만약 신규 발급이 아니라 재발급이라면,

유효기간이 남아있는 경우, 기존 여권을 반드시 지참하셔야 해요!

여권을 분실하신 경우,

잦은 분실은 여권 유효기간에 제한이 생길 수 있으니

조심하시길 바랍니다!

This is the post for the foreigners who want to register in Korea.
Especially the international students.
If you want to register and live in Korea, then you have to get the Alien Registration Card(ARC).
There are some Visas that can register in Korea and get the ARC.

In the next post, I am going to explain the Visas. But this post is about Registration.
There are many qualifications to get the visas, likes studying, business, or marriage.
Anyway, if you got a visa, then you have to register in the Immigration office.

Following the regulation, if the foreigner wants to stay in Korea for more than 90 days, he(or she) has to register in the Immigration office and get to the ARC.

The foreigner has to register to the Immigration office, which has jurisdiction in the foreigner's area less than 90 days.

For example, you are a foreigner and staying in Gangnam-gu, Seoul. Then you have to go to the Seoul Immigration Office, which locates in Yangcheon-gu, Seoul.

But nowadays the spread of COVID, someone who wants to visit the Immigration office has to reserve.
You can reserve online.

Click the Reserve Visit.

And click the Non-member reserve. If you are a member of hikorea, then you can select the 'Member'.

That pop-up warning means you have to consider your visa expiration date. If you reserve too far and your visa is expired, then you can have disadvantages.

And you have to choose one. You have an Alien Registration Number, then pick the first one and enter your information. But most of you don't have the Alien Registration Number, so maybe you'd better pick the others.

After inputting the information,

You have to select the Immigration office which has jurisdiction over your residence area.

I had some difficulties finding that page in English. So I just uploaded the link to the Korean one.
There could be differences between areas that are even in the same gu-district.

On that page, you can choose what kinds of work you want to deal with this time.
In this post, we supposed that you are the one who wants to register in Korea at first.
So let's select the first one.
If you have no Korean phone number, you don't have to fill in the number tab. But you have to bring the reservation certificate when you visit the Immigration office.

If you want to make the Alien Registration Card, there are the requirements to prepare.

1. Passport
2. Photo(3cm X 4cm) 2 copies
3. the application form
4. 30,000won by cash
5. the documents that prove your residence
6. the documents about your residence qualification(such as admission letter of university, proof of enrollment, receipt of admission fee, and so on)
- the documents about residence qualification depend on your qualification type. So you have to call the Immigration center and check the documents again, the number is '1345'.
